Am 21. April 2018 wurde das Buch „Persönlichkeit: Kotlyar I.I“ in der, nach A.S. Pushkin benannten, städtischen Bücherei in Brest präsentiert. Die Autoren des Buches sind Svetlana Ptichkina, Dozentin an der Technischen Universität Brest, und Arstentiy Golovchenko, Vorstandsmitglied der belarussischen Sektion der Internationalen Gesellschaft für Menschenrechte (IGFM).
