The seminar was held at a high organizational level (the chairman of the organizing committee for the preparation and conduct was Professor Ivan Kotlyar, chairman of the Belarusian section of the ISHR). In the implementation of Ivan Kotlyar’s scientific concept of the seminar, Anatoliy Lysyuk, Doctor of Political Sciences, Associate Professor at Brest State University named after A.S.Pushkin, Alena Lahunouskaya, Candidate of Philosophy, Associate Professor at Brest State University named after A.S.Pushkin, took part.

Professor Ivan Kotlyar reports on the topic “On the issue of disinformation in the field of human rights”

At the seminar, substantial and in-depth reports were made on the media landscape of the Republic of Belarus (Vadim Zhilko, member of the Belarusian section of the ISHR and the Belarusian Association of Journalists, deputy editor-in-chief of the “Inform-Progulka” newspaper), disinformation in the media, the Internet and its consequences (Pavel Pernikau), information wars (Anatoliy Lysyuk), disinformation regarding human rights (Ivan Kotlyar).

The professor’s report, in which he criticized the position of Vladimir Solovyov expressed during the “Evening with Vladimir Solovyov” round-table meeting on the human rights issue televised on the “Russia-1” channel on June 6, 2019, caused keen, special interest. His article against disinformation, published in the press a month before the seminar, played a positive role in forming an opinion in its support.

Executive Secretary of the Board of the Belarusian Section of the ISHR Anatoliy Kumets spoke on the issue of the responsibility of journalists

We especially note the active participation of students who made reports on the topics: “Hate speech and hatred in social media and the Internet” (Ksenia Vouchak, 3rd year student at Brest State Technical University), “Cyber ​​threats and cybercrime as obstacles to the realization of human rights” (Raman Khursin, 4th year student at Brest State Technical University). The presentation by Natal’ya Artemchik, Head of the Reading Room of the Brest Central City Library named after A.S. Pushkin, on the topic “Exposing disinformation on the pages of the press” turned out to be useful and interesting.

The seminar noted the significant contribution of the “Brestskiy Vestnik” newspaper (circulation ~2500 copies) to the promotion of the idea of human rights, providing readers with objective information about the activities of the Belarusian section of the ISHR and its activities. There are 23 such materials over the past 3 years. It has been proposed to the organization’s board to disseminate its experience in the republic and among sections of the ISHR. In addition, the seminar was attended by Marina Lazarchuk, deputy editor-in-chief of the newspaper.

Following the results of the seminar, recommendations aimed at reducing the spread of disinformation and its influence for the relevant government bodies, the journalistic society, and international organizations were adopted, and the participants noted that they gained new knowledge that they can use in the future.
