Why are Syrian and Ukrainian refugees treated differently?

According to the United Nations, more than 300,000 Syrian civilians have died in the ten years of war that continues to rage in their country. Paulo Pinheiro, chairman of the Independent International Commission of Inquiry on Syria, explained that these figures reflect the plight of civilians because they do not include those killed during the conflict.

“The UN Human Rights Office report is very clear about the lack of protection for civilians. No faction, no side in the Syrian conflict cares about protecting civilian lives. This is the reality.”
“I have been associated with the Syrian crisis for 11 years and I am very discouraged by this difference in treatment. I am not criticising the openness and generosity towards Ukrainians, they deserve it. But I would very much like to see the same treatment applied to Syrian refugees.
