On December 2, 2017 a “round table” on the theme: “Human Rights for education: achievements, problems, realization” was held in the Institute of Parliamentarism and Entrepreneurship (Minsk). The “round table” was held by the board of the Belarusian section of the International Society for Human Rights (ISHR) on the basis of its Minsk Regional Group in cooperation with the Institute of Parliamentarism and Entrepreneurship with the participation of the Department of Public Information of the UN Office in Belarus under the leadership of Professor Kotlyar I.I.

The “round table” was attended by professors and associate professors of the Academy of Public Administration under the aegis of the President of the Republic of Belarus, the Republican Institute for Higher Education, the Belarusian State University, Maxim Tank Belarusian State Pedagogical University, Brest State Technical University, the staff of the Institute of Philosophy of the National Academy of Sciences of Belarus, the Council of Europe’s information centre in Minsk and others. Students, undergraduates and graduate students of the Institute of Parliamentarism and Entrepreneurship, experts of the Belarusian section of the International Society for Human Rights (ISHR) took an active part in the “round table”.

The rector of the Institute of Parliamentarism and Entrepreneurship Gorelik A.V. and the chairman of the organizing committee Kotlyar I.I. opened the “round table”. The Head of the Department of Public Information of the UN Office in the Republic of Belarus Radivinovski V.V., the Secretary-General of the International Society for Human Rights, Doctor of Physical and Mathematical Sciences, professor Zakhidov M.T. addressed the participants.

At the plenary session there were reports on the themes: “The right to higher education and the problems of its implementation in the context of the globalization of the modern world” (Professor Ioffe E.G.), “The right to preschool and school education in the interior of the realities of modern Belarusian society” (Professor Stralets M.V.), “Education in the field of human rights and the problems of its implementation in the Republic of Belarus” (Associate Professor Simanovsky S.I.).

The discussion that emerged at the “round table” was fruitful and constructive. The participants of the “round table” discussed and adopted recommendations on improving the education system of the Republic of Belarus, which will be considered at a meeting of the Board of the Belarusian section of the ISHR on December 16, 2017 and sent to the Standing Committee on Education of the House of Representatives of the National Assembly of the Republic of Belarus as well as to the Ministry of Education of the Republic of Belarus.

Among the recommendations of the “round table” were proposals for the introduction of the Unified State Exam (USE), the need to elect rectors and associate professors in the higher education system, the need to restore the republican education system on the human rights, to improve the management system of both higher and secondary schools, on the increase in the role and weight of professors in the system of higher education, on the advisability of publishing the materials of the “round tables” on human rights for education held in Brest (on October, 14) and Minsk (on December, 2), others.
