Information for refugees from Ukraine in Germany

German diplomatic missions and consular offices in Ukraine are closed. Therefore it is impossible to obtain a visa to Germany in Ukraine.
Given the difficult situation, refugees can also cross EU borders without a biometric passport (with a regular passport, ID-card or passport with a residence permit in Ukraine).
All EU countries bordering Ukraine allow entry to all those fleeing the war in Ukraine for humanitarian reasons, regardless of whether or not they have a biometric passport. This also applies to children. If you are a citizen of Ukraine and have a biometric passport, you can enter the EU by showing it at the border. A visa is also not required if you enter for more than 90 days, for example for family reunification or to start a contract job. In all other cases you will be accepted by the EU Member States on humanitarian grounds. Details can be found here:

On March 3, 2022, EU countries agreed to accept military refugees from Ukraine under an accelerated and simplified procedure and provide them with temporary protection.
Who can receive this protection:
Citizens of Ukraine
Family members of Ukrainian citizens
Persons without Ukrainian citizenship and stateless persons with international or national protection status in Ukraine and their family members
Persons without Ukrainian citizenship and stateless persons with permanent residence status in Ukraine who cannot return to their home country
All of the above mentioned persons must have been in Ukraine until 24.02.2022. This means that those who crossed the border to the EU after 24.02.2022 are recognized as war refugees.
If you, as a citizen of Ukraine, came to Germany without a visa before the war, you can apply for a residence permit at the foreigners’ office (Ausländerbehörde, ausländerbehörde) at your place of residence or stay. You are currently legally allowed to stay in Germany until 23 May 2022, even if you have not received a residence permit or applied for one. Until May 23, 2022, you do not have to worry about being in Germany without a permit.
Children without their own passport:
Bring your children’s birth certificate and, if possible, a statement of consent to travel from the other parent.
Pets:
Rules for Germany: at this time, pet owners can enter Germany with their pets from Ukraine without obtaining prior permission. Please contact the veterinarian or the veterinary service at the health authority (Gesundheitsamt, Gesundheitsamt) of your place of residence or residence for a health check, rabies tests and assistance if necessary (isolation, antibody titers, rabies vaccination, microchipping, issuing of a veterinary passport).
