It includes a whole system of influence operations, from propaganda to coordinated campaigns on social networks and information manipulation.<\/span><\/p>\n<p><a href=\"https:\/\/www.eeas.europa.eu\/eeas\/3rd-eeas-report-foreign-information-manipulation-and-interference-threats-0_en\" target=\"_blank\" rel=\"noopener\"><span dir=\"auto\">The latest EEAS report on the threats of foreign information manipulation and interference (FIMI)<\/span><\/a><\/p>\n<p><span dir=\"auto\">\u00a0maps the digital infrastructures used by foreign actors, mainly Russia, but also China, to manipulate and intervene in the information space of the EU and partner countries in order to spread disinformation, undermine trust and undermine democratic societies. This map shows how the channels attributed are only the tip of the iceberg of FIMI activity, as they rely on extensive clandestine networks of channels with hidden connections, such as Doppelganger, African Initiative, Portal Kombat or False Fa\u00e7ade.<\/span><\/p>\n<p><span dir=\"auto\">Investigations conducted by the EAEU show that:<\/span><\/p>\n<ul>\n<li><span dir=\"auto\">Over 500 FIMI incidents occurred during 2024<\/span><\/li>\n<li><span dir=\"auto\">Threat actors used at least 25 different platforms, and at least 38,000 different accounts were involved in FIMI operations.<\/span><\/li>\n<li><span dir=\"auto\">322 organizations were targeted by FIMI operations.<\/span><\/li>\n<li><span dir=\"auto\">In 2024, FIMI incidents spread to 90 different countries<\/span><\/li>\n<li><strong><span dir=\"auto\">FIMI Activity Analysis<\/span><\/strong><span dir=\"auto\"> \u00a0:\u00a0 <\/span><a href=\"https:\/\/www.eeas.europa.eu\/eeas\/1st-eeas-report-foreign-information-manipulation-and-interference-threats_en\"><span dir=\"auto\">The first FIMI report<\/span><\/a><span dir=\"auto\"> \u00a0defined the FIMI methodology, an innovative analytical framework that aimed to standardize the approach to FIMI activity research.<\/span><\/li>\n<li><strong><span dir=\"auto\">Countering FIMI threats<\/span><\/strong><span dir=\"auto\"> \u00a0:\u00a0 <\/span><a href=\"https:\/\/www.eeas.europa.eu\/eeas\/2nd-eeas-report-foreign-information-manipulation-and-interference-threats_en\"><span dir=\"auto\">The 2nd FIMI report<\/span><\/a><span dir=\"auto\"> \u00a0focuses on activating collective mechanisms to counter and respond to FIMI, detailing coordinated multilateral response strategies between the EU and its partners, in particular against FIMI campaigns targeting democratic processes such as elections.<\/span><\/li>\n<\/ul>\n<h2 data-section-id=\"1xhs9m7\" data-start=\"1532\" data-end=\"1582\"><span dir=\"auto\">How is FIMI different from disinformation?<\/span><\/h2>\n<p data-start=\"1584\" data-end=\"1656\"><span dir=\"auto\">Many people confuse FIMI with disinformation, but they are not the same.<\/span><\/p>\n<p data-start=\"1658\" data-end=\"1824\"><span dir=\"auto\">Disinformation refers primarily to content: false, distorted, or misleading information that is intentionally spread.<\/span><\/p>\n<p data-start=\"1826\" data-end=\"2021\"><span dir=\"auto\">FIMI is a broader concept. It describes not only the content, but also the mechanisms, networks, actors, and strategies through which influence is exercised.<\/span><\/p>\n<p data-start=\"2023\" data-end=\"2134\"><span dir=\"auto\">In other words, disinformation may be one of FIMI&#8217;s tools, but FIMI is not limited to that.<\/span><\/p>\n<h2 data-section-id=\"uw4xro\" data-start=\"2136\" data-end=\"2177\"><span dir=\"auto\">Main features of FIMI<\/span><\/h2>\n<p data-start=\"2179\" data-end=\"2270\"><span dir=\"auto\">According to experts, FIMI operations usually have several common features:<\/span><\/p>\n<h3 data-section-id=\"1xqf5g8\" data-start=\"2272\" data-end=\"2295\"><span dir=\"auto\">Organized nature<\/span><\/h3>\n<p data-start=\"2297\" data-end=\"2397\"><span dir=\"auto\">Actions are often carried out in a systematic manner, according to a pre-developed strategy.<\/span><\/p>\n<h3 data-section-id=\"r640i\" data-start=\"2399\" data-end=\"2417\"><span dir=\"auto\">Foreign origin<\/span><\/h3>\n<p data-start=\"2419\" data-end=\"2536\"><span dir=\"auto\">The source of influence is related to external actors who seek to influence the internal processes of other countries.<\/span><\/p>\n<h3 data-section-id=\"5gzu80\" data-start=\"2538\" data-end=\"2579\"><span dir=\"auto\">Hidden or disguised activity<\/span><\/h3>\n<p data-start=\"2581\" data-end=\"2716\"><span dir=\"auto\">Often, the real organizers are not visible. Intermediaries, fake accounts, anonymous platforms, or seemingly independent sources are used.<\/span><\/p>\n<h3 data-section-id=\"ckf0xl\" data-start=\"2718\" data-end=\"2744\"><span dir=\"auto\">Long-term goals<\/span><\/h3>\n<p data-start=\"2746\" data-end=\"2934\"><span dir=\"auto\">The goal is usually not to create a discussion around a single topic or event, but to undermine public trust, deepen divisions, or increase political influence.<\/span><\/p>\n<h2 data-section-id=\"195gzvt\" data-start=\"2936\" data-end=\"2965\"><span dir=\"auto\">Popular FIMI tools<\/span><\/h2>\n<p data-start=\"2967\" data-end=\"3073\"><span dir=\"auto\">Various methods can be used in external information manipulation and interference operations:<\/span><\/p>\n<ul data-start=\"3075\" data-end=\"3469\">\n<li data-section-id=\"3pz26c\" data-start=\"3075\" data-end=\"3111\"><span dir=\"auto\">dissemination of disinformation materials,<\/span><\/li>\n<li data-section-id=\"rqkoja\" data-start=\"3112\" data-end=\"3142\"><span dir=\"auto\">manipulative propaganda,<\/span><\/li>\n<li data-section-id=\"slef4n\" data-start=\"3143\" data-end=\"3193\"><span dir=\"auto\">use of fake accounts and bot networks,<\/span><\/li>\n<li data-section-id=\"bm64nc\" data-start=\"3194\" data-end=\"3237\"><span dir=\"auto\">coordinated comment campaigns,<\/span><\/li>\n<li data-section-id=\"6q6li1\" data-start=\"3238\" data-end=\"3287\"><span dir=\"auto\">creating fake or misleading news websites,<\/span><\/li>\n<li data-section-id=\"5apg6z\" data-start=\"3288\" data-end=\"3346\"><span dir=\"auto\">manipulation of videos, photos and documents,<\/span><\/li>\n<li data-section-id=\"u0b3fy\" data-start=\"3347\" data-end=\"3416\"><span dir=\"auto\">spreading fake content created using artificial intelligence,<\/span><\/li>\n<li data-section-id=\"156bha4\" data-start=\"3417\" data-end=\"3469\"><span dir=\"auto\">Exploiting the contradictions in society.<\/span><\/li>\n<\/ul>\n<h2 data-section-id=\"tyxvsg\" data-start=\"3471\" data-end=\"3499\"><span dir=\"auto\">Why is FIMI dangerous?<\/span><\/h2>\n<p data-start=\"3501\" data-end=\"3622\"><span dir=\"auto\">The main danger of FIMI is that it can affect not only the quality of information, but also democratic processes.<\/span><\/p>\n<p data-start=\"3624\" data-end=\"3656\"><span dir=\"auto\">Such actions can:<\/span><\/p>\n<ul data-start=\"3658\" data-end=\"3943\">\n<li data-section-id=\"eld9sk\" data-start=\"3658\" data-end=\"3715\"><span dir=\"auto\">reduce trust in state institutions,<\/span><\/li>\n<li data-section-id=\"1wrlyg5\" data-start=\"3716\" data-end=\"3755\"><span dir=\"auto\">undermine the quality of public debate,<\/span><\/li>\n<li data-section-id=\"1mjkbn2\" data-start=\"3756\" data-end=\"3790\"><span dir=\"auto\">deepen social polarization,<\/span><\/li>\n<li data-section-id=\"d136nn\" data-start=\"3791\" data-end=\"3826\"><span dir=\"auto\">influence the electoral process,<\/span><\/li>\n<li data-section-id=\"1tvi2yc\" data-start=\"3827\" data-end=\"3884\"><span dir=\"auto\">weaken the country&#8217;s information and national security,<\/span><\/li>\n<li data-section-id=\"9pnvpo\" data-start=\"3885\" data-end=\"3943\"><span dir=\"auto\">create a climate of distrust towards the media.<\/span><\/li>\n<\/ul>\n<h2 data-section-id=\"5dxm8y\" data-start=\"3945\" data-end=\"3972\"><span dir=\"auto\">How to counter FIMI<\/span><\/h2>\n<p data-start=\"3974\" data-end=\"4089\"><span dir=\"auto\">The fight against FIMI requires joint efforts from the state, media, civil society, and citizens.<\/span><\/p>\n<p data-start=\"4091\" data-end=\"4117\"><span dir=\"auto\">Effective means include:<\/span><\/p>\n<ul data-start=\"4119\" data-end=\"4351\">\n<li data-section-id=\"1pj5tod\" data-start=\"4119\" data-end=\"4150\"><span dir=\"auto\">the development of media literacy,<\/span><\/li>\n<li data-section-id=\"1udbyby\" data-start=\"4151\" data-end=\"4187\"><span dir=\"auto\">the use of fact-checking tools,<\/span><\/li>\n<li data-section-id=\"u4625o\" data-start=\"4188\" data-end=\"4227\"><span dir=\"auto\">checking information sources,<\/span><\/li>\n<li data-section-id=\"4p8g3h\" data-start=\"4228\" data-end=\"4263\"><span dir=\"auto\">increasing digital security,<\/span><\/li>\n<li data-section-id=\"n16c0a\" data-start=\"4264\" data-end=\"4306\"><span dir=\"auto\">exposing fake and coordinated networks,<\/span><\/li>\n<li data-section-id=\"1qxms9g\" data-start=\"4307\" data-end=\"4351\"><span dir=\"auto\">supporting independent and quality journalism.<\/span><\/li>\n<\/ul>\n<h2 data-section-id=\"1kqbtde\" data-start=\"4353\" data-end=\"4370\"><span dir=\"auto\">Conclusion<\/span><\/h2>\n<p data-start=\"4372\" data-end=\"4708\"><span dir=\"auto\">In the information age, the struggle for influence often takes place not across borders, but across information space. That is why it is important to understand that modern threats are not just fake news.
