The horizon of the rights of Artsakh compatriots
According to the data of the RA National Security Service, about 115,000 people were forcibly displaced as a result of Azerbaijan’s attack on Artsakh in September 2023, and about 150,000 people were forcibly displaced, according to the data of the Migration and Citizenship Service.
Opposite, unadjusted numbers, on the other side of which are undocumented stories.
On June 14, 2024, the Government approved the procedure for the implementation of the state support program for families forcibly displaced from Nagorno-Karabakh. Providing certificates, monthly payments of mortgage loans to the beneficiaries forcibly displaced from Karabakh who meet the requirements of the program the processes related to the provision and use of support money aimed at the repayment of (principal amount and interest), as well as the grounds and procedure for the termination of support.
According to the assurance of the Deputy Minister of Labor and Social Affairs at the Government meeting, sufficient awareness of the details of the project was carried out before the approval of the Project. «Almost all marzes were visited, and in each of the marzes visited, up to 400 compatriots were met.»
By the way, in the first phase, families with 3 or more minor children will receive support, as well as families of victims and families with a member with disabilities of the first and second groups.
Let’s talk about statistics.
According to the data of the Ministry of Labor and Social Affairs, 594 families (1967 persons) applied for the state assistance program for providing housing for families forcibly displaced from Nagorno Karabakh. The application of about 30 of them was satisfied as of August 26, and they have already received a certificate.
A question arises. only 594 out of 25,000 families have 3 or more minor children, victims or disabled members of the first and second groups?
Compatriots of Artsakh have many times heard about not being aware of the program initiated by the Government, news of the program’s termination in December, uncertainty of the program, ignorance of using the program, or, at least, that they do not use the program because they do not have an «Armenian» passport.
The listed are obstacles to overcoming the problem, the addressees of which are the state structures involved in the program approved by the Government. that the implementation of the Project fails at an early stage, but, most importantly, at the stage of mutual trust and interaction between the state and the country.
The state should make more profound efforts, firstly, to increase the level of awareness of compatriots about the Program in an accurate and comprehensive manner, and implement the current process of granting citizenship and passports to persons deprived of their homeland, not punitive, depriving, but supportive, encouraging, and inclusive.
