I am very grateful for the opportunity to be on this platform and to speak to you about what is of great importance to us right now. My family consists of my husband and me. I think many of you know him — Anton Aleksiiev, the Director of ISHR in Ukraine. We have been active for around 20 years already. Unfortunately, during the coronavirus pandemic and the war, I have practically not left the country. But for us, human rights, humanitarian values and the values of human dignity are of exceptional importance, and that is exactly why I am here now.

My family and my relatives live in Ukraine. We decided not to go anywhere. We are there, we work there, and that remains very important for us. It matters to us that Ukraine does not sink into ruins, so that it remains our home. More than that, we want to leave our children a country where it is possible to live after the war, where they can develop and where they can see a future. That is why we believe it is not only about defending the country but also about its development. We are infinitely grateful to the IGFM for its support.

In February 2022, Carmen was the first person to call and ask how the IGFM could help us. The German section was the first to extend a helping hand. And we began incredible work.

In these years, we have been able to help hundreds and thousands of people.

We delivered humanitarian aid behind the front line. Our staff personally brought assistance to people with disabilities. We helped areas that for a long time could not receive any support because fighting was taking place there — including psychoneurological institutions and orphanages. We sent medicines and brought them to maternity hospitals, to people who otherwise had no possibility of receiving help.

We began by using our own resources and the help sent to us by the IGFM to buy food and hygiene products, assemble packages and distribute them on the streets to people who had lost their homes and moved to a village for internally displaced persons. We were one of the first organisations able to collect and deliver humanitarian aid when the Kakhovka power plant was destroyed. When part of Okhmatdyt was destroyed, we came with our team and provided assistance, including direct support for Okhmatdyt itself. We organised psychological support for children who had to be moved to other wards because their own wards had been destroyed.

To this day, we continue our assistance and provide humanitarian support — above all thanks to the IGFM, thanks to friends such as Ms Müller-Kinet and others who make this possible for us. We send your help to border regions that are less than 20 kilometres from the Russian border, where people still continue to live. Children live there, older people live there, and we pass this assistance on to them. And for those who cannot come themselves, our volunteers bring the packages directly to their homes. They, too, are very grateful to you.

In addition, we have a team of lawyers and are currently providing support in cooperation with the UN Protection Cluster by offering legal aid precisely to those people who have legal questions and need legal assistance.

Anastasiya Alekseyeva at the 2026 Annual Assembly / Photo: Sajedeh Jalali (ISHR)

At present, we are also carrying out work on the reconstruction of communities that need it and that lie near the border. They do not want, just as we do not want, our country to be transformed into something unrecognisable. They do not want their communities to become abandoned ruins and they do not want them to become empty. That is why we work with children and students, provide them with projects, teach them how to write their own projects and fund them so that they can improve their parks, playgrounds and sports grounds, so that they do not think only about the war but also about what surrounds them and can focus on rebuilding and improving the towns in which they live. We are grateful to Professor Thomas Schirrmacher for his position that human rights were not created only for times of peace.

It is precisely in times of instability, crisis and war that they are especially important. Ukraine is going through a very difficult process of transformation. We bear very serious international obligations before Europe, which must be implemented at the state level. We set ourselves specific homework that we must complete in order to receive European support. And above all, what may be important for you is this: you also want a neighbour at your side who fulfils these tasks and accepts European values as fundamental.

Thanks to the support of the IGFM, we are currently dealing with the issue of judicial monitoring, in particular compliance with the right to a fair trial in Ukraine. People must be certain that in any dispute they will be able to find justice. Justice is one of the foundations of a country’s stability. And we do not want to live in chaos. If we continue to live in this country, in Ukraine, we want to see this country governed justly.

And we want to know that human rights do not come last for our state. Our monitoring mission sees a number of problems connected with the justice system. And these problems are not purely internal, because we analyse them precisely from the perspective of the European Convention on Human Rights and the case law of the European Court of Human Rights.

In view of our approach, based on our long-term cooperation with the OSCE and the application of OSCE principles, we have developed this monitoring to such an extent that — perhaps you know this — the Ukrainian Ombudsman, the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, approached us so that we could share our experience and directly train the Ombudsman’s Office in monitoring. The most difficult problems for Ukraine are violations of equality before the court and violations of defence rights. Sometimes there are closed court hearings without any justification. From the perspective of the European Court, that means secret justice, which should not exist. Doubts are often raised about the impartiality of the court. And the most complex proceedings are those connected with the political component.

A few years ago, the daughter of Yulia Tymoshenko spoke to you here. At that time, her case was recognised as politically motivated, which means that she was subjected to political persecution. And at present, we have a very similar situation. It does not matter which name actually stands there, but even then everyone came to the conclusion that political cases are unacceptable. We cannot make general judgments about whether a person is guilty or innocent. That is the court’s task, and we never raise that question. For us, however, it is of the greatest importance how exactly the court proceedings take place. Can we trust the court? Is pressure being exerted on the court? Is pressure being exerted on the parties? To what extent is the case as a whole substantiated? And to what extent do questions arise about possible political persecution?

Photo: Sajedeh Jalali (IGFM)

Given the fact that Ukraine is currently in a situation where we must follow a roadmap for change so that European countries recognise us as a partner, we believe that precisely such cases, which can be very sensitive, are crucial in showing that our country can be trusted.

Considering that the Tymoshenko case has a certain historical significance for ISHR, one can say on the basis of this case that we, as objective observers, do not see any justification.

We see situations in which one of the parties — the prosecution — presents no evidence, does not allow expert assessments and demands from the political figure the termination or strong restriction of political activity.

When the question arises at the international level as to whether elections are needed in our country or not, or how long the president or the Verkhovna Rada have already remained in office, then for us at this time it is of great importance that the external image of our political system appears stable and that we are able to see that there are political forces which communicate with one another, sometimes debate and are able to arrive at decisions that are best for the population.

It is especially difficult to understand the issue when it comes to provocations, when a member of parliament who is a parliamentary group leader and has a large number of deputies in the Verkhovna Rada is forbidden to communicate with them. A very large part of the population, already under the stress of war, does not understand what exactly is happening inside the country. Therefore, thanks to the BMC project, we are already able at this stage to give young students and lawyers the opportunity to study European law, to understand the Convention and to grasp which path in human rights we must actually take.

And in this we see the future. By the way, the students gathered here for discussion are wearing their outer clothing in the office because it is 5 degrees there — it was very cold. In conclusion, I would like to say: we very much want our country to strive to develop, to be stable and democratic.

So that the people who fled, who left their homeland, have both the possibility and — very importantly — the desire to return to the country. And the most important thing for the people who remained in their country and love it is that our children have something worth staying for.

Thank you for your attention.

Anastasiya Alekseyeva Anastasiya Alekseyeva speaks about the work of ISHR in Ukraine, ranging from direct humanitarian aid at the front line to monitoring the r

218,487,1240,367,116,269,939

post-75848","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-bl-en","category-country-ukraine-2-en","category-country-ukraine-3","category-im-fokus-en","category-in-focus","category-ukraine-cat-en","category---2
["GET
