Every day we receive hundreds of messages, news, videos, and publications from social networks, media outlets, and messengers. In this vast flow of information, it is becoming increasingly difficult to distinguish fact from falsehood, a reliable source from manipulative content.<\/span><\/p>\n<p><span dir=\"auto\">Disinformation has become one of the most important challenges facing modern societies. It can affect public opinion formation, political processes, elections, healthcare decisions, and even national security.<\/span><\/p>\n<p><span dir=\"auto\">Armenia&#8217;s information environment is also not immune to these challenges. Unverified information, manipulative comments, fake photos and videos, as well as elements of external influence operations are often spread on social networks, messengers, and various media platforms.<\/span><\/p>\n<p><span dir=\"auto\">The aim of this guide is to help journalists, researchers, civil society representatives and active citizens:<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> understand the main types of disinformation,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> recognize information manipulations,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> apply basic fact-checking methods,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> navigate safely in the information environment.<\/span><\/p>\n<h1><span dir=\"auto\">1. It can influence people&#8217;s decisions, public sentiment, and even the security of nations.<\/span><\/p>\n<p><span dir=\"auto\">In the information age, disinformation often becomes a tool of influence through which it is possible to:<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> shape public opinion,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> deepen social divisions,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> weaken trust in state and public institutions,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> influence political processes,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2705\u00a0 <\/span><\/strong><span dir=\"auto\"> create panic or uncertainty.<\/span><\/p>\n<h2><span dir=\"auto\">The main consequences of disinformation<\/span><\/h2>\n<h2><span dir=\"auto\">Decline in public trust<\/span><\/h2>\n<p><span dir=\"auto\">When people are constantly confronted with contradictory or false information, they begin to distrust not only the media, but also government agencies, experts, and even facts.<\/span><\/p>\n<h2><span dir=\"auto\">Polarization<\/span><\/h2>\n<p><span dir=\"auto\">Misinformation often presents the world in a &#8220;black and white&#8221; way, dividing people into opposing groups.<\/span><\/p>\n<h2><span dir=\"auto\">Panic and disorientation<\/span><\/h2>\n<p><span dir=\"auto\">During crises, wars, pandemics, or emergencies, misinformation can spread quickly and cause panic.<\/span><\/p>\n<h2><span dir=\"auto\">Impact on democracy<\/span><\/h2>\n<p><span dir=\"auto\">Information manipulation can influence electoral processes, public debates, and political decisions.<\/span><\/p>\n<h2><span dir=\"auto\">Armenia&#8217;s experience<\/span><\/h2>\n<p><span dir=\"auto\">In recent years, Armenia&#8217;s information environment has repeatedly faced information pressure, fake news, manipulative narratives, and coordinated information campaigns on social networks.<\/span><\/p>\n<p><span dir=\"auto\">They are especially sensitive.<\/span><\/p>\n<ul>\n<li><span dir=\"auto\">security-related topics<\/span><\/li>\n<li><span dir=\"auto\">foreign policy issues<\/span><\/li>\n<li><span dir=\"auto\">military and border events<\/span><\/li>\n<\/ul>\n<p><span dir=\"auto\">social and political crises.<\/span><\/p>\n<p><span dir=\"auto\">In such situations, verifying information becomes especially important.<\/span><\/p>\n<h1><span dir=\"auto\">3. HYBRID THREATS AND FIMI<\/span><\/h1>\n<p><span dir=\"auto\">In the modern world, states and other actors do not always use only military force to achieve their goals.<\/span><\/p>\n<p><span dir=\"auto\">So-called hybrid methods are being used more and more often.<\/span><\/p>\n<h2><span dir=\"auto\">What is a hybrid threat?<\/span><\/h2>\n<p><span dir=\"auto\">A hybrid threat is the combined use of different tools to exert influence on another country, society, or institution.<\/span><\/p>\n<p><span dir=\"auto\">These tools may include:<\/span><\/p>\n<ul>\n<li><span dir=\"auto\">disinformation<\/span><\/li>\n<li><span dir=\"auto\">information manipulation<\/span><\/li>\n<li><span dir=\"auto\">cyberattacks<\/span><\/li>\n<li><span dir=\"auto\">economic pressures<\/span><\/li>\n<li><span dir=\"auto\">political influence activities<\/span><\/li>\n<\/ul>\n<p><span dir=\"auto\">diplomatic coercion.<\/span><\/p>\n<p><span dir=\"auto\">Often they are applied simultaneously and in an interconnected manner.<\/span><\/p>\n<h2><span dir=\"auto\">What is FIMI?<\/span><\/h2>\n<p><span dir=\"auto\">FIMI (Foreign Information Manipulation and Interference) stands for:<\/span><\/p>\n<p><span dir=\"auto\">Foreign Information Manipulation and Interference (FIMI)<\/span><\/p>\n<p><span dir=\"auto\">This is a coordinated activity in which external actors attempt to influence public opinion, political processes, or the information environment of other countries.<\/span><\/p>\n<h2><span dir=\"auto\">How is FIMI implemented?<\/span><\/h2>\n<p><span dir=\"auto\">Often used are:<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2714\u00a0 <\/span><\/strong><span dir=\"auto\"> false or misleading publications,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2714\u00a0 <\/span><\/strong><span dir=\"auto\"> coordinated social media campaigns,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2714\u00a0 <\/span><\/strong><span dir=\"auto\"> fake accounts and bots,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2714\u00a0 <\/span><\/strong><span dir=\"auto\"> manipulative videos,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2714\u00a0 <\/span><\/strong><span dir=\"auto\"> fake experts,<\/span><\/p>\n<p><strong><span dir=\"auto\">\u2714\u00a0 <\/span><\/strong><span dir=\"auto\"> Content created with artificial intelligence.<\/span><\/p>\n<h2><span dir=\"auto\">Why is this important for Armenia?<\/span><\/h2>\n<p><span dir=\"auto\">Countries with small and open information environments are often more vulnerable to external information influences.<\/span><\/p>\n<p><span dir=\"auto\">Therefore it is important.<\/span><\/p>\n<ul>\n<li><span dir=\"auto\">recognize manipulations<\/span><\/li>\n<li><span dir=\"auto\">check sources<\/span><\/li>\n<li><span dir=\"auto\">understand narratives<\/span><\/li>\n<\/ul>\n<p><span dir=\"auto\">develop media literacy.<\/span><\/p>\n<table>\n<tbody>\n<tr>\n<td width=\"446\"><strong><span dir=\"auto\">REMEMBER<\/span><\/strong><span dir=\"auto\">Not all misinformation is a hybrid threat.<\/span><\/p>\n<p><span dir=\"auto\">The main characteristic of hybrid operations is their coordinated and strategic nature.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h1><span dir=\"auto\">4.
