Various branches of the economy were impacted and therefore employees <\/span><span dir=\"ltr\" role=\"presentation\">f<\/span><span dir=\"ltr\" role=\"presentation\">rom different units either lost their jobs, had their work contracts suspended or received lower wages <\/span><span dir=\"ltr\" role=\"presentation\">than before. <\/span> <\/span><\/p>\n<p><span id=\"page3R_mcid7\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The main challenges faced by the Moldovan labour market are the low quality of employment, low <\/span><span dir=\"ltr\" role=\"presentation\">leve<\/span><span dir=\"ltr\" role=\"presentation\">ls of labour productivity, low wages and large international labour migration. The latter led to de<\/span> <span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">skilling\/disqualification and deficits of labour force in a number of sectors. <\/span> <\/span><span id=\"page3R_mcid8\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\"><strong>\u00a0Men<\/strong> became more active than <\/span><span dir=\"ltr\" role=\"presentation\">women in the labour market, with activ<\/span><span dir=\"ltr\" role=\"presentation\">ity rates of 49.9% for men and 42.4% for women, and <\/span><span dir=\"ltr\" role=\"presentation\">employment rates of 48.1% for men and 41.4% for women.<\/span> <span dir=\"ltr\" role=\"presentation\">1<\/span> <span dir=\"ltr\" role=\"presentation\">The unemployment rate decreased <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">slightly over the last years, but is more pronounced among men than women. <\/span> <\/span><span id=\"page3R_mcid9\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Another challenge that the labour market<\/span> <span dir=\"ltr\" role=\"presentation\">is facing is the informal employment. According to available <\/span><span dir=\"ltr\" role=\"presentation\">data, in 2019 16.8% of the economically active persons were working in the informal sector.<\/span> <span dir=\"ltr\" role=\"presentation\">2<\/span> <\/span><span id=\"page3R_mcid10\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The gender salary gap between men and women per<\/span><span dir=\"ltr\" role=\"presentation\">sists, having increased from 12.<\/span><span dir=\"ltr\" role=\"presentation\">4% in 2014 to <\/span><span dir=\"ltr\" role=\"presentation\">14<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><span dir=\"ltr\" role=\"presentation\">4% i<\/span><span dir=\"ltr\" role=\"presentation\">n 2018. Young people <\/span> <span dir=\"ltr\" role=\"presentation\">are<\/span> <span dir=\"ltr\" role=\"presentation\">most exposed to unemployment (7.<\/span><span dir=\"ltr\" role=\"presentation\">1% persons aged 15 to 24 and <\/span><span dir=\"ltr\" role=\"presentation\">4<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><span dir=\"ltr\" role=\"presentation\">3% among people of 25 to 34 years of age)<\/span><\/span><\/p>\n<p><span id=\"page45R_mcid7\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><strong>Women<\/strong> were also affected a<\/span><span dir=\"ltr\" role=\"presentation\">s front<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">line workers. According to the UN Moldova COVID<\/span> <span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 response <\/span><span dir=\"ltr\" role=\"presentation\">and recovery plan, front<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">line workers, such as workers in the field of health, education, and social <\/span><span dir=\"ltr\" role=\"presentation\">protection, were highly exposed to infection and mental pressure<\/span><span dir=\"ltr\" role=\"presentation\">19<\/span><span dir=\"ltr\" role=\"presentation\">. <\/span><\/span><\/p>\n<p><span id=\"page54R_mcid1\" class=\"markedContent\"><strong><span dir=\"ltr\" role=\"presentation\">Older persons<\/span><span dir=\"ltr\" role=\"presentation\">. <\/span><\/strong><span dir=\"ltr\" role=\"presentation\">The income of older people decreased during the pandemic. The most affected older <\/span><span dir=\"ltr\" role=\"presentation\">persons on the labour market were the pre<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">pensioners, of whom about 16.7% lost their salary <\/span><span dir=\"ltr\" role=\"presentation\">income<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><\/span><\/p>\n<p><span id=\"page58R_mcid2\" class=\"markedContent\"><strong><span dir=\"ltr\" role=\"presentation\">Persons with disabilities<\/span><span dir=\"ltr\" role=\"presentation\">. <\/span><\/strong><span dir=\"ltr\" role=\"presentation\">Persons with disabilities fac<\/span><span dir=\"ltr\" role=\"presentation\">ed<\/span> <span dir=\"ltr\" role=\"presentation\">challenges in accessing the labour market <\/span><span dir=\"ltr\" role=\"presentation\">even before the pandemic. The data from the National Bureau of Statistics for<\/span> <span dir=\"ltr\" role=\"presentation\">2019 outlines that <\/span><span dir=\"ltr\" role=\"presentation\">17.2% of persons with disabilities were employed while 46.3% of persons without disabilities were <\/span><span dir=\"ltr\" role=\"presentation\">employed. Persons with disabilities are over two fold less economically active than persons without <\/span><span dir=\"ltr\" role=\"presentation\">disabilities, 43.9% for persons withou<\/span><span dir=\"ltr\" role=\"presentation\">t disabilities and 16.5% persons with disabilities are economically <\/span><span dir=\"ltr\" role=\"presentation\">active. From those that were economically <\/span><span dir=\"ltr\" role=\"presentation\">active in 2019, the majority w<\/span><span dir=\"ltr\" role=\"presentation\">ere<\/span> <span dir=\"ltr\" role=\"presentation\">involved in the <\/span><span dir=\"ltr\" role=\"presentation\">agricultural sector.<\/span><span dir=\"ltr\" role=\"presentation\">26<\/span> <\/span><span id=\"page58R_mcid3\" class=\"markedContent\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">According to the OHCHR survey, only 26.1% of the respondents with disabil<\/span><span dir=\"ltr\" role=\"presentation\">ities were employed in <\/span><span dir=\"ltr\" role=\"presentation\">December 2020. Just above 5<\/span><span dir=\"ltr\" role=\"presentation\">%<\/span> <span dir=\"ltr\" role=\"presentation\">of the respondents with disabilities had lost their jobs <\/span> <span dir=\"ltr\" role=\"presentation\">between<\/span> <span dir=\"ltr\" role=\"presentation\">March <\/span><span dir=\"ltr\" role=\"presentation\">and<\/span> <span dir=\"ltr\" role=\"presentation\">May 2020. <\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span id=\"page3R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Labo<\/span><span dir=\"ltr\" role=\"presentation\">u<\/span><span dir=\"ltr\" role=\"presentation\">r rights were affected by COVID<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">19 particularly due to a set of restrictive measures put in place <\/span><span dir=\"ltr\" role=\"presentation\">starting from March 2020.
