Although intended to counter vote-buying and foreign interference, the timing and scope of these amendments <strong data-start=\"4897\" data-end=\"4955\">reduced legal certainty and complicated implementation<\/strong>.<\/p>\n<p data-start=\"4958\" data-end=\"5383\">Several provisions grant wide discretionary powers to the Ministry of Justice and the Intelligence and Security Service (SIS), particularly in areas related to extremism, party suspension and online content blocking. ENEMO warns that such broadly worded norms <strong data-start=\"5218\" data-end=\"5308\">risk disproportionate restrictions on freedoms of expression, assembly and association<\/strong>, depending on how they are enforced<\/p>\n<p data-start=\"4958\" data-end=\"5383\">Deregistration of contestants close to election day<\/p>\n<p data-start=\"5444\" data-end=\"5864\">The mission expressed concern over the <strong data-start=\"5483\" data-end=\"5577\">deregistration and restriction of political parties during the final phase of the campaign<\/strong>, including the removal of \u201cGreat Moldova\u201d just two days before election day. Although courts upheld these decisions, ENEMO stressed that late enforcement actions <strong data-start=\"5740\" data-end=\"5825\">undermined legal certainty and limited voters\u2019 ability to make an informed choice<\/strong><\/p>\n<h4 data-start=\"5866\" data-end=\"5921\">Election administration under political pressure<\/h4>\n<p data-start=\"5922\" data-end=\"6419\">ENEMO acknowledged the professional performance of the Central Election Commission (CEC), but observed that on politically sensitive issues, voting patterns within the Commission <strong data-start=\"6101\" data-end=\"6158\">mirrored the public positions of election contestants<\/strong>.<br data-start=\"6159\" data-end=\"6162\" \/>The involvement of the Public Services Agency, an executive body, in preliminary party eligibility checks was also flagged as a factor that <strong data-start=\"6302\" data-end=\"6380\">may weaken public confidence in the impartiality of candidate registration<\/strong><\/p>\n<p data-start=\"5922\" data-end=\"6419\">\u00a0Voting rights of Transnistrian residents<\/p>\n<p data-start=\"6469\" data-end=\"6980\">Particular attention was drawn to the situation of voters residing on the left bank of the Nistru River.
