The Council Of Europe Is To Investigate Human Rights Abuse And Fraud In Moldova<\/div><\/h1><\/div>A team of investigators will visit in September to try to unravel the disappearance of a \u20ac1 billion loan paid into Moldovan banks<\/b><\/p>\n
The decision to visit the land-locked country, wedged between Romania and Ukraine, came after a Moldovan delegation addressed the Council of Europe on Thursday (April 27th 2017) in Strasbourg.<\/p>\n
After the meeting Mr Ilian Casu, a Moldovan Municipal Councillor, said: \u201cThe Council is keen to help after we presented a most convincing case.<\/p>\n
\u201cMoldova is blighted by pervasive, ubiquitous corruption at all levels and in all its institutions.<\/p>\n
\u201cOver the last six years the country has gone from being hailed as a \u2018success story\u2019 to a \u2018captured state\u2019.<\/p>\n
\u201cWe are captive to Parliamentary vote buying, justice is for sale, and public money is mishandled \u2013 or simply stolen.<\/p>\n
\u201cAnd those who stand up to these iniquities are arrested on trumped up charges and thrown into prison.\u201d<\/p>\n
Moldova is said to be run by oligarch Vlad Plahotniuc; unelected, but with an iron grip on the country\u2019s banks, justice system and political corruption.<\/p>\n
He is the chairman of the ruling Democratic Party, but it\u2019s a thin veil that masks his true influence. He is known as \u201cthe puppeteer\u201d.<\/p>\n
And, America has labelled him Moldova\u2019s \u201cmost feared figure\u201d with a politically \u201ctoxic\u201d reputation.<\/p>\n
It\u2019s believed that Plahotniuc was behind the disappearance of a \u20ac1 billion loan paid into Moldovan banks.<\/p>\n
The money \u201cvanished\u201d into off-shore havens, the United States, the EU and the UK.<\/p>\n
Judges, politicians and lawyers are alleged to have been involved in helping to shift the vast sum.<\/p>\n
But, it\u2019s not just corruption that is preventing Moldova from progressing as a new modern country.<\/p>\n
Any opposition to Plahotniuc is supressed swiftly.<\/p>\n
Outspoken politician Renato Usatii, the Mayor of Balti \u2013 Moldova\u2019s second city – is currently in exile in Russia.<\/p>\n
Elena Gritco, a Municipal Councillor, said after the meeting: \u201cIf Renato returned he would be thrown into prison, and there is no doubt that he would be murdered.\u201d<\/p>\n
\u201cRenato is helping overseas authorities to bring Plahotniuc to justice. He is a brave man who knows the dire consequences of talking.\u201d<\/p>\n
Detectives in London believe Mr Usatii can assist them with inquiries into the attempted murder of German Gorbuntsov four years ago at Canary Wharf.<\/p>\n
The Russian tycoon was shot six times outside his apartment.<\/p>\n
A Moldovan court has issued a warrant for Mr Usatii\u2019s arrest for the assassination attempt.<\/p>\n
Many other local politicians are also targeted by the authorities.<\/p>\n
Victor Bogatico, the Mayor of Riscani, said: \u201cI have been arrested now on seven made up charges. None of them has stuck. We are the victims of a corrupt state.\u201d<\/p>\n
Mr Casu added: \u201cHopefully the Council of Europe\u2019s visit will expose the tyranny imposed upon the Moldovan people by these corrupt leaders.<\/p>\n
